Definition of New Raw Materials

  • The natural or artificial raw materials which is used as cosmetic ingredients for the first time in mainland China.

  • Raw materials which adjust the purpose of use, safety amount of use or other related situations shall be registered or filed in accordance with the requirements for registration and filing of new ingredients. New raw materials need to be permitted and declared by NMPA before they can be used in cosmetics. 


How to identify new raw materials of cosmetics

Raw materials which are unlisted on Catalogue of Used Cosmetic Raw Materials (Edition 2021) shall be identified as new ingredients.

  • In order to further standardize the management of cosmetic raw materials, according to the Regulations for the Supervision and Administration of Cosmetics, NMPA has organized the revisions to the Inventory of Existing Cosmetic Ingredients in China (2015 Edition), namely IECIC 2015 and formed the Inventory of Existing Cosmetic Ingredients in China (2021 Edition), namely IECIC 2021, which was issued on April 27, and takes effect as of May 1, 2021.


  • In order to implement the Provisions for Registration and Notification of Cosmetics and standardize and guide the registration and notification of new cosmetic ingredients, the NMPA has developed the Rules for Registration and Notification Dossiers of New Cosmetic Ingredients, which is issued on March 4, and shall take effect as of May 1, 2021.
