In order to regulate the production quality management of cosmetics, according to the Regulations for the Supervision and Administration of Cosmetics, Provisions for the Supervision and Administration of Cosmetics Manufacture and Distribution and other laws, regulations and rules, NMPA organized to formulate the Good Manufacturing Practice for Cosmetics (hereinafter referred to as the GMP), which was issued on January 6, and shall enter into force as of July 1, 2022.

From July 1, 2022, registrants, filing applicants and entrusted manufacturers of cosmetics shall organize the production of cosmetics in accordance with the GMP requirements. Enterprises that have obtained the cosmetics production licenses before July 1, 2022 and need to upgrade their factory facilities and equipment and other hardware conditions shall complete the upgrade before July 1, 2023, to ensure their factory facilities and equipment meet theGMP requirements.
